Server Level Caps

You could create some sort of level cap on servers. Once you reached a certain level your character/tribe (I've seen people talk about a tribe rating system) will be required to move to new server for higher level tribes. That way, it allows the lower level players to continue to grow and develop. While also allowing higher level player to access less crowded servers.
