Transferring players between servers/missing download button

When I started playing ark I new absolutely nothing about what server to pick. So unsurprisingly now a few months down the road I'm looking to change server, so I went to the obelisk and uploaded my character now my problem is whenever I pick the server I want to change to I am missing the download character button. Am I just unlucky or do they not have this feature anymore?

The settings for my server and i assume others don't allow for downloads from other servers, I am not sure if thats the problem.
