Purchase Help: Ark: Survival Evolved Ru/Cis in SE Asia

Hello there guys,
I would very much like to join this wonderful game but due to some financial constraints the Ark: Surv Ev Ru/Cis steam version is the only one with in my means. Now I am from SE Asia (India), and was notified that in certain cases some games can be played despite the region lock. Is Ark one of them? or is there any legal way to get around the issue legally and play from India using a Ru/Cis version purchase from steam.
Any info will be deeply appreciated. Thnx in advance.
