Lost levels/engrams

Lost levels/engrams
So yesterday, after the new servers were put online, I stayed on till I could put down stone foundations (lvl 20). Got my foundations up, and logged off at lvl 22. Only to wake up, get on, and find my character is now lvl 15 and I lost the engrams, luckily my foundation are still up. Is this intended or is there a bug? Is there anyway to get these levels back?

I'm in server 327... I went to bed last night a level 19 with just a couple kills away from 20... Unfortunately when i logged on a few minutes ago I found that I am now level 3. I restarted the game but it didn't help. Is there a fix for this? PLEASE
