The Sun Doesn't Appear Properly

For some reason the sun doesn't appear like it should. The sunrise is not anything you can actually see, and when the sun does rise its unbelievably bright, even when I'm not looking at it directly. This is strange because the moon appears natural and functioning.
I was trying to find the sunrise so I could get a bearing on directions but this is what I saw instead.
Specs:
gtx 980ti
16gb DDR3
i5 3.4 GHZ quad core
You'll notice an odd reflection or something around the trees as well.
Hmm... That can't be right maybe if I get closer to the shore I can see it
Hmm.. No. Wait, is that little dot the sun? Yes, yes it is.
Even when the sun has "risen" a bit the bloom lighting is just ridiculous and there's no actual sun to look at, just a blinding source of light.
And it's the same even if I'm not looking directly at it.
