I hope this message finds you all well. I know I may not know all the info that is needed but trying my best to give any advice to the guy who is running the server. My coworker has just created a dedicated box to run ARK on. There are three of us in there at the moment. On average, we can all play for about 20 minutes and then we get a timeout all at the same time. If he doesn't reboot the server client, it can take 15 minutes for the server to be recognized in favorites again. We can then log back in and play without issues for about 20-30 minutes and we get a timeout once again. Any thoughts that I can pass onto him as to what he can look into? He is running a Windows box at the moment.

are you sure it isn't an ISP issue? Have you tried pinging the box and making sure it has internet while you are disconnected?
