I found on the dev forum which folder to copy. (install directory)\ShooterGame\Saved is the folder that contains the unique server and character data. This is the folder to back up and transfer.

Backing up and migrating data questions
I was wondering how one would go about backing up an ARK: Survival Evolved server. What files and folders are important to keep player data and world data intact if I need to recover from a backup or need to move the server to a different machine?

Okay, we found an easy workaround. My friend added my server to his favorites in the Steam server browser. At first it only showed for a few seconds and disappeared. Then it decided to work. He was able to join and is now playing on it.
